This scumbag was facing deportation orders in California and fled to Florida only to molest an 11th grader in a school restroom. Then on to New York. If there were deportation orders for him, why the hell wasn't he deported or in jail in California until they did decide to send him packing?

SATELLITE BEACH - A former construction worker was tracked to New York on Thursday and arrested in a sexual attack last month of a Satellite High student in a school restroom, police said Friday.

Oscar Mendoza Perez, 32, was charged with sexual battery on the 11th-grader, Satellite Beach Police said.

Officials said Perez was found in Kingston, N.Y., after police received a tip about his whereabouts.

He was arrested Thursday evening and held on a $50,000 bond. Police said he would be brought to Florida within 10 days.

"It'll be a relief to some that the person was apprehended -- to be able to put closure on this situation," Satellite High Principal Mark Elliott said.

The Sept. 12 incident occurred before 10 a.m., when two female students went to use a restroom near the high school's portable classrooms.

"The suspect confirmed that he had gone into the bathroom and waited for someone to come in there," Cmdr. Jeff Pearson of Satellite Beach police said. "When the victim came in, she saw him there and got scared and went into one of the stalls."

The attacker crawled under the locked stall, then grabbed, fondled and kissed the student, police said. He also tried to steal her necklace. She broke free.

A group of about 60 volunteers canvassed the beachside community, posting fliers in English and Spanish with a composite of the attacker.

Police said the sketch was such a close match, that Perez fled.

"The composite was fantastic," Pearson said. "It's unusualin my experience: Generally, you get a composite and then when you finally find the person, you go 'Wow. I'm amazed we were ever able to find that person.' "

Authorities said Perez worked on homes in the Pelican Coast housing project, which is adjacent to campus.

A tipster told Crimeline the names of two people who overheard Perez say he confronted the girl. Melbourne Beach and Indian Harbour Beach police on Thursday helped Satellite Beach police round up people who lived and worked with Perez.

Police questioned the acquaintances and learned Perez was in New York working construction.

The Immigration and Naturalization Service told police Perez is facing deportation orders out of California. Police are investigating whether Perez is facing charges elsewhere in the country.

Police met with the victim and her parents Friday morning to tell her a suspect was arrested.

"That's probably the best part of the whole thing . . . being able to see the look on her face," Pearson said. "She was speechless and her eyes welled up. . . . I can't describe just how good the feeling is to actually have an ending to something that was terrible and that should've never happened in the first place."
