    Back in September of last year, I asked a question about how the idea would go over if a federal system allows local deputies and police to identify and deport illegal immigrants after they are charged with other crimes.
    The system, called 287(g), is seen as an alternative to the current practice of routinely letting them go after they are charged with minor offenses. Instead, if they are found to be in the country illegally, they could be deported instead of allowed back on the streets.

    Rutherford County Sheriff Truman Jones claimed that in the last four years, more than 700 illegal immigrants have been arrested in Rutherford County and that deportation is a safety and security issue for the county.

    Well, perhaps now we will find out if 287(g) will work here. Sheriff Randall Boyce and his staff are taking a serious look at this federal system and so far, they seem to like what they see.

    It's a shame that the federal government is either so incapable or reluctant to do their jobs that they have to rely on local officials, but it appears to be the only way to get things done in this regard. The recent immigration vote in the Senate showed that this is an incredibly emotional and divisive topic, and one that will not be solved easily.

    Two years ago, the number of Hispanics in Bedford County was listed at 10 percent, which is what I thought the current figure was. But new numbers from the U.S. Census showed that that statistic had jumped to 11.7 percent in just one year's time.

    With federal officials telling the sheriff that the number of Hispanics living in the county are likely twice the head count from the government, it is obvious that illegal immigration is getting out of control.

    With stories related to me like the fellow who checked into jail with eight different names, it is painfully obvious that identify theft is going to be the next problem we face.

    And when officials warn this writer of signs of MS-13 and the Mexican Mafia moving onto area turf, it's time to watch your back. This writer has already seen "Brown Pride" spray painted on the side of a building on the Shelbyville Public Square. This must stop.

    Another prime example of why the 287(g) system is needed occurred recently in nearby Columbia, where authorities there are looking for a suspected illegal immigrant they believe raped a 15-year-old girl only hours after being released from jail.

    They are looking for 24 year-old Juan Villa. He's been in jail 11 times since 2001 on charges that include assault and public intoxication, according to the Associated Press. They let him go last Friday and cops think he committed the rape just hours later. While investigating the first crime, a 13-year-old girl also told deputies that Villa raped her.

    Had the system been in place years ago, the suspect would have already been sent home, and none of the above alleged crimes would have been inflicted on these children.

    Bringing in the 287(g) system to our area is a welcome move. As the sheriff said, if you don't end up in jail, you have nothing to worry about.

    Bringing in the 287(g) system to our area is a welcome move. As the sheriff said, if you don't end up in jail, you have nothing to worry about.
    Uh, do we have a 287(g) program? The mayor of Waukegan reported that Chertoff has suspended this program until there's a comprehensive immigration bill.

    287 (g) IMPLEMENTED IN TWO TENNESSEE COUNTIES

    Davidson and Rutherford Counties recently implemented 287 (g).

    Other counties in North Carolina are reporting "positive" results.

    ONCE AGAIN WE ARE GOING TO HAVE TO TAKE BACK AMERICA
    ONE COUNTY, ONE STATE, AT A TIME!

    THIS WORKS FOR ME. THE FEDERAL GOVERNMENT WOULD SCREW IT UP ANYWAY AND IT WOULD END UP COSTING AMERICANS MORE MONEY.

    Bradley County, Tennessee has also applied for the 287 (g). They are having trouble with the County Mayor Gary Davis and the Bradley County Commission in seeking funds for increased and improved law enforcement and the 287 (g).

    This week the Tennessee Bureau of Investigation released its comprehensive summary of crime in Tennessee covering calendar year 2006. The report shows the number of crimes that occurred, the number of those cases that were cleared, and when arrests were made whether they were adult or juvenile offenders.

    The Crime in Tennessee report lists major crimes in the categories of Crimes Against Persons, Crimes Against Property and Crimes Against Society that are reportable to the TBI and FBI. Crimes associated with domestic violence investigations are listed separately.

    The report is taken from data compiled by each of the sheriff's offices and city police departments in the state using their daily offense and arrest reports. At the Bradley County Sheriff's Office we have a person who is responsible for entering this data into a computer making sure each entry conforms to both federal and state guidelines. This data is a valuable law enforcement tool in tracking burglaries, thefts and other forms of criminal activity.

    My tenure as your sheriff covers only four months of the report. The 2006 report, which is now posted on the TBI's website, shows an overall four- percent increase in the total number of offenses this agency investigated last year. The percentage of those cases that were cleared was down slightly. Cases can be cleared by several means including finding the case is unfounded, through refusal of the victim to prosecute, or by arrest.

    Arrests were up almost 15 percent, with the entire increase being adults.

    I believe the documented increase in crime is proportional to the population increase Bradley County is experiencing that we expect will continue. Several new retail centers that are being developed in different sections of the county, coupled with the overall growth in residential construction, tells us we can expect this trend to continue. Population estimates are now well over 90,000 and we are rapidly approaching 100,000 well ahead of growth predictions from just a few years ago.

    Since I took office on September 1st I have redirected resources to the field, giving us a greater number of deputies patrolling our county roads at any given time of the day or night. International Association Chiefs of Police manpower / workload assessment modeling still shows we are funded below the manpower needs of an agency serving this size population and handling the workload. I don't want to bore you with a lot of statistics but I felt those who read my blog on a regular basis would like to hear more about the report.

    Overall crimes against persons rose 10.4 % in Bradley County 2005 to 2006 and crimes against property grew 3.9 percent in Bradley County 2005 to 2006.
    No murders were investigated by the sheriff?s office in 2005 and 2006.Domestic violence crimes rose seven percent. This includes assaults, intimidation, sexual assaults and kidnapping. Arrests were up almost 6 percent.
    There were 340 burglaries in 2006, six more than the previous year. The number of cases cleared and arrests also increased.
    Aggravated assault was down but there was a significant increase in simple assaults.
    We also saw an increase in the number of arson investigations, vandalism, and thefts.
    Sex crimes including rape, statutory rape and sexual assault were down.
    There were 109 motor vehicle thefts, one more than in 2005.
    An increase was also shown in DUI arrests.
    Keep in mind this upward trend is not just confined to Bradley County. While the nations overall violent crime rate fell 23% between 1990 and 2005, Tennessee's rate rose 41 percent during that period. The Volunteer State leads the pack of 19 states where violent crime is getting worse - not better. [United Health Foundation, Violent Crime Report, 2006 ]. As you read these statistics they do not reflect crimes investigated by the Cleveland Police Department and the Charleston Police Department. Those agencies are covered separately in the report.

    Representative Watson and Sheriff Gobble are concerned about what takes place on July 1. That's when sweeping new legislation goes into effect in Georgia. New laws there will cut off most if not all of the social services currently provided to illegal aliens in Georgia.

    Both Watson and Gobble say they believe the illegal aliens in Georgia will head north into Bradley County and other areas of southeast Tennessee.
