the 14A does NOT mandate birthright citizenship. The "jurisdiction" it refers to is obviously political jurisdiction not legal jurisdiction.
"All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside"
A child born in america to an illegal mother inherits the nationality of the mother and is thus subject to the political jurisdiction of that country.
