Arrest in Chandler Rapist case may fuel debate
Experts: Man's immigration status to inflame closed-border stance

As Chandler residents regroup following a man's arrest in the rapes that terrorized the city for 18 months, immigration advocates are bracing for the angry tide over illegal immigration to wash over the Valley again.

From talk radio to lunch-time talk, Santana Batiz Aceves' status as a Mexican national who was deported twice before his weekend arrest in the "Chandler Rapist" case will be cited by both those who advocate a hard-line stance on immigration and those who are sympathetic to the plight of undocumented immigrants.

Experts agree that as details of the reported series of attacks on young girls emerge, they will harden the public's attitude toward illegal immigrants - especially because assaults against children are among the worst types of crimes, they say.

"A single incident like this pushes the debate about smart, thoughtful immigration policies to the side," said Demetrios Papademetriou, president of the Migration Policy Institute, a Washington-based think tank. "There will be no room, there will be no oxygen for rational conversation about immigration as long as the headlines dominate about this horrible incident. People don't forget these kinds of incidents. They may move on, but they don't forget."

Genevieve Quezada Sanders hoped the man believed to be the serial rapist wasn't an undocumented immigrant.

The Chandler grandmother of teen girls was afraid that another illegal immigrant suspected of committing another high-profile crime in the Valley would further deteriorate the nasty debate over illegal immigration. She was angry to learn that Batiz Aceves was back in the country and is believed to be the Chandler Rapist.

"It's so scary, and I'm glad he was caught, but he is not a reflection of the immigrant community," said Quezada Sanders, 50, who lives near the suspect's home. "It's going to create a little more hysteria and negative attitudes about illegal immigrants. People are going to say, 'See, it's the illegal immigrants that are bringing the crime.' "

Crime committed by undocumented immigrants is difficult to quantify, experts on both side of the debate said Sunday.

Valley police departments don't keep track of the numbers of crimes committed by immigrants, legal or illegal, because they consider immigration to be a federal responsibility. The federal Immigration and Customs Enforcement agency concentrates mostly on human- and drug-smuggling operations without comparing its notes with law enforcement in general.

About 20 percent of the 9,423 inmates in Maricopa County jails on Friday had immigration holds, said Maricopa County sheriff's Deputy Doug Matteson. About 10 percent of Arizona's population is made up of Mexican nationals.

Batiz Aceves' illegal status undoubtedly will be held up by most people as the consequences of failures in federal immigration policy, sociologists and national immigration experts said. The crimes he's accused of also will reinforce the stance that the same borders that allow ordinary immigrants to illegally enter the U.S. to find work also allow in immigrants who commit crimes, they said.

"(The U.S. borders) are an open invitation to people who are criminals," said Ira Mehlman, spokesman for the Federation for American Immigration Reform, a Washington organization that opposes any form of legalization for undocumented immigrants. "Just as people come here to take advantage of other benefits this country has to offer, criminals will come here also."

The crimes Batiz Aceves is accused of also will add fuel to the debate about whether state and local police should enforce immigration laws: Batiz Aceves' arrest comes four months after another undocumented immigrant killed Phoenix police Officer Nick Erfle.

This article shows no compassion for the vicitims of this monster but concentrates how they fear his acts will have a negative impact on the immigration issue. OBL priorities are misplaced and come ahead of children's rights and everyone elses.

Our immigration laws and policies are not complex and can be condensed to three simple words--REPORT AND DEPORT!

Here is the Fox News article on it. A different take on it:

Arizona Serial Rape Suspect Arrested, Linked to Attacks by DNA

    CHANDLER, Ariz. —
A suspect in the sexual assaults of several young girls in Chandler has been arrested and police said Saturday that DNA positively links the man to the case.

Santana Batiz Aceves, 39, was booked into a Maricopa County jail in Phoenix on 25 counts of kidnapping, sexual assault and trespassing in connection with the assaults that began in June 2006, police announced at a news conference. They said the most recent attack linked to the case occurred June 8 on a 14-year-old girl.

Police had been searching for months for a man who raped four girls and attempted to assault two others in the Chandler area.

All of the victims have been girls between the ages of 12 and 15, according to authorities.

Chandler Police Chief Sherry Kiyler said Aceves is an illegal immigrant who was deported twice for drug charges in California in 1999 and 2003.

Authorities said Aceves worked as a heavy equipment operator and lived in the area of the sexual assaults for the last 18 months.

Police said all of the attacks occurred within a two-mile radius of the suspect's rented home, which is located between two junior high schools.

It was not immediately known if Aceves had legal representation yet. A person who answered the door at Aceves' home Saturday declined comment.

Kiyler said detectives working a saturation patrol Friday morning in the area of the most recent assault spotted a man who matched the description of the suspect and who was driving a white 2-door car that also matched a police description.

The man was released after being questioned, but officers later got a warrant to search his home and obtain his DNA.

He fled when they approached but was captured and the DNA obtained, Kiyler said. That DNA test came back early Saturday with a positive match for several of the sexual assaults.

"We are convinced that this suspect ... is responsible for the multiple assaults in our jurisdiction," Kiyler said. "We are relieved that our community is now a safer place."

Most of the attacks happened in the early morning hours and targeted young girls after adults in the homes had left for work.

One happened in the evening while the girl's grandparents were outside. Other attacks are possible but have not been formally attributed to the same assailant.

Police in Chandler and surrounding cities had been warning young girls and their parents about the rapist since early in 2007. Public forums were held at local schools and a reward of up to $50,000 was posted for information leading to his arrest.

Police described a careful assailant who stalked his victims and their families to identify when the young girls were most vulnerable. He would then strike quickly and apparently had his escape well planned.
