Liquor license issue continues

BULLHEAD CITY - Tonight the Bullhead City Council will likely decide whether or not to mount a last-ditch effort to keep the proposed topless sports bar Cheerleaders from locating within city limits.

In May the Council tried to kill the club by denying its liquor license request.

The state liquor board granted owner James Gish a license on Sept. 7 over the objections of City Attorney Kent Foree and Council member Jan Ward. The council will meet in executive session this afternoon and later hold a public hearing to decide if it wants to go to court to appeal the board's decision.

On the Council's consent agenda is a proposal to tighten municipal codes regulating overnight camping and residing in homes on a long term basis with no electricity or water, which is “unhealthy and unsafe,” according to Steve Johnson, city public information officer.

Another consent agenda item involves regulating parking of recreational vehicles and semi tractor-trailers on city streets, Johnson said.

The first public hearing will be held on the proposed Alternative Expenditure Limitation option. It would allow the city, with voter approval, to bypass a current state-mandated budget cap.

During another public hearing, Mohave County Minutemen members will discuss their concerns regarding illegal immigration. The organization favors city legislation that would, among other things, make it illegal to rent to undocumented immigrants.

A public hearing will address the problem of blight and safety hazards due to abandoned shopping carts in the city.

Public hearings dealing with expenditures include approval of a $2.25 million contract between the city and Technology Construction, Inc. for the Clubhouse Drive lift station sewer project and approval of a budget transfer of $747,000 from the Section 18 Wastewater Treatment Plant Expansion Fund to the Lift Station Rehab Fund.

There will be discussion and possible action to purchase light poles and related equipment from Musco Lighting in the amount of $433,846 for lighting on the north and south soccer field site.

The council will consider approving a construction contract between the city and Centennial Contractors for the Lakeside Trail for $418,703 providing a connector between Rotary and Ken Fovargue parks.

Slots will be filled on the Planning and Zoning Commission, Board of Adjustment, Franchise License Commission, Employee Benefit Trust, Community Projects Board, Real Estate Owned Committee, WACOG Area Council on Aging Board and Municipal Arts Commission.

The Council will hold a work session, open to the public, starting at 3:30 p.m. today regarding annexation policy, to determine how the city should plan for future annexations.

During the regular council meeting starting at 5:30 p.m., Council members will further discuss annexation policy in another public hearing.

The council had planned to hold a roundtable discussion today regarding development impact fees, but has rescheduled the workshop for 3 p.m. Oct. 10 in the council chamber.

Regular council meetings are held the first and third Tuesday of each month in the council chamber in City Hall, 1255 Marina Blvd.

BULLHEAD CITY - It capped a city council meeting that stretched to four hours. The Mohave County Minutemen addressed the Council urging legislation to, in their words, make it harder for illegal immigrants to thrive in the U.S.

“It doesn't have to get out of hand,” like in parts of California the Council was told. “We need to maintain the rule of law,” another member told the council, citing cities in California where he said illegal immigrants were in open rebellion.

Illegal workers should be tracked through their Social Security numbers, the council was told.


“Apathy will eat us alive,” another Minutemen member said.

The Minutemen received their strongest support on the council from Mayor Diane Vick and Council member Larry Sinagoga.

Sinagoga said his parents came to the U.S. legally from Italy. “You do it legally or you don't come here,” he said. “We need to do something about it (illegal immigration).”

“I have a problem with illegal immigration no matter what the nationality,” Vick said. “I believe we should take the lead in the state in coming up with an ordinance (that will address the issue).”

Vick said, “it's something we should look at, something we should implement.”

“We need to, at some juncture, grab the bull by the horns,” Sinagoga said. He commended the Minutemen and said “it won't get done by a bunch of shrinking violets.”

Council member Jan Ward told the Minutemen, “Thank you for your eloquence ... your passion ... and trying to help us understand ... "

Vick, with no objections from council members, said she would direct city staff to look at legislation from other cities the Minutemen provided the council.

“The more cities you have coming on board, the better you're going to do,” Vick said, acknowledging the city would be challenged if it passed legislation.

“Maybe in a month we could be discussing this again,” after city staff returns with recommendations, Vick said.

In a decision that was almost anti-climatic, the council decided not to pursue any further legal action to stop the building of Cheerleaders, on the recommendation of City Attorney Kent Foree.

The topless sports bar is slated to be built on Pass Canyon Road.
