The immigration reform bill is back.

Critics still call it amnesty for illegal immigrants.

But the plan, backed by President Bush and most Democrats to put millions of migrants on a path to citizenship, could pass the Senate this time.

The bill is back because Democratic and Republican leaders here on Capitol Hill believe it can win approval.

This time, there's more pressure on Senators to vote yes on the immigration bill.

South Carolina Republican Sen. Jim DeMint says "over the weekend there's been a lot of arm twisting."

Pressure from lobbyists for farming corporations and construction firms that need low wage workers.

And support the plan to put migrants who entered the US illegally on a path to citizenship. The plan that critics call amnesty.

MSNBC Conservative Commentator Pat Buchanan says "not simply amnesty for the illegal aliens, the twelve to twenty million -- amnesty for every business that's ever hired them. That's where the real force behind the scenes -- those are the boys walking the halls that you don't hear from when you see the rest of us yelling on television."

But the information industry is also pushing the immigration bill, hungry for talented high wage workers.

They hope to hire twice as many foreign graduates from American universities. That number's now capped at 85,000 a year.

Oracle Vice President Robert Hoffman says "this is important because it's about keeping work here in United States, keeping innovators here in the United States. That combination ensures that we're creating jobs for our economy and maintaining U.S. innovation leadership."

But the biggest issue is linking cutting off easy access to America to permitting those already here to stay.

Texas Republican Senator John Cornyn says "I think a myth associated with this bill that the only way we're gonna get border security is if we accept a path to legal citizenship for twelve million people."

The biggest fight will be over amnesty. And even Senate leaders say the outcome on the immigration bill is still too close to call.
