What prevents them from doing so is not fear of the police so much as it's the fear of the perpetrator.

Well, they are not affraid of the press, I can't tell you how many times I've seen them on TV news blabbing their story in a foreign language and the reporter explaining that they are not disclosing their names because they are in the country illegally.
