TX:Hidalgo County unveils prescription discount card

I'm curious as to who is paying for this? It's a great idea for citizens and those legally here but this article doesn't sound as though that's the case. It says "anyone":

McALLEN, November 22 - Hidalgo County residents are being encouraged to pick up their Hidalgo County Prescription Discount Card, which will give an average 35 percent discount off the retail price of most prescriptions.

The discount card, which was developed with direct input from the Rio Grande Valley Independent Pharmacy Association, is free and does not require any enrollment paperwork.

The aim is to provide Hidalgo County residents with an average 35 percent discount off the retail price of most prescriptions. The discount card can be used by people with or without insurance, but will mostly help cover medicine costs for the uninsured and under-insured.

The cards are available now at over 40 local participating pharmacies. For information on which pharmacies are participating, go to www.co.hidalgo.tx.us/pharmacy. Pharmacists will be able to answer questions about the card. Managed by Dallas-based Data Rx, there is no cost to county taxpayers.

You know, I just can't see why the heck anyone would want this card living in Hidalgo County. The Mexican border is just over the river and you can get the same pharmaceuticals you get here for about 1/25th of the price you woud pay here, probably even with this discount card.
