Lawmakers exploring guest worker program

A bill proposed by State Rep. Aaron Pena, D-Edinburg, could lead to creating a pilot program to help meet the labor needs of Texas businesses.
Rep. Pena modeled House Bill 2757 after legislation passed by the Republican-controlled Utah Legislature this year.

i think the only people responsible for guest worker programs come from Congress, and i dont think this would get the okay
