MANILA, Philippines—The United States government is mapping out mechanisms that would make it easier for victims of human trafficking and other severe crimes in their country to secure permanent residency and at the same time find work while they are awaiting decision on their visa applications.

Wonder what it pays to put-up a bunch of illegal aliens in a house, have them pound on each other a little, go without food for a day or two and call authorities or have them break out a window and wonder around until authorities arrive so they can tell the scripted story of human trafficking.
This is an easy scam to pull off because the "victims" are highly motivated and the "perp" is never found.
