U.S., Canada, Mexico Pledge Security

The United States, Canada and Mexico pledged Monday to shore up security by integrating their terrorist watchlists and beefing up joint protection of borders and bridges.

At the same time, they promised to expand what is already the world's largest trading partnership by developing a single program to facilitate the free flow of people and goods across their shared borders.

"We are three countries, three friends living in the same neighborhood, so we have a common interest in our mutual security and our mutual prosperity," Homeland Security Secretary Michael Chertoff told a news conference in Ottawa after he and his Canadian and Mexican counterparts unveiled their list of targets and initiatives.

"We want to confront external threats; we want to prevent and respond to threats to North America and we want to facilitate the flow of traffic across our borders," Chertoff said. "The more secure our region is, the more our prosperity will flourish."

Canadian Deputy Prime Minister Anne McLellan said 300 proposals were under review to ensure security and the free flow of North American trade and harmonize the screening of dangerous people or cargo.

"The proposals today will go a long way toward protecting North America, while maintaining each country's sovereignty," she said.

Monday's session follows the March 23 formation of a Security and Prosperity Partnership initiative announced by President Bush, Canadian Prime Minister Paul Martin and Mexican President Vicente Fox after their meeting in Waco, Texas.

The three leaders, who have sought to improve coordination since the terror attacks of Sept. 11, 2001, asked their top security and trade ministers to report back within 90 days on initiatives to enhance security and promote the economic well-being of their citizens.

Some other proposals include:

_ Coordinating programs to ensure governments are prepared for large-scale emergencies or terrorist attacks;

_ Joint protection of critical cross-border infrastructure, such as the Ambassador Bridge that spans the Detroit River and facilitates one-fourth of the daily $1.4 billion in trade between Canada and the United States;

_ Strengthening approaches to maritime and aviation security;

_ Establishing a second site for a Canada-U.S. pilot project that would check cargo and passengers before they cross the border;

_ And creating a single, integrated program to allow "trusted travelers" who frequent the borders to travel quickly by air, land and sea.

On the economic front, U.S. Secretary of Commerce Carlos Gutierrez and his Canadian and Mexican counterparts, David Emerson and Carlos Abascal, said they would develop a coordinated strategy to combat counterfeiting and piracy by the end of next year; create more regulatory consistency and further integrate their automobile and steel industries; and relax rules that will allow for an additional $25 billion worth of duty free goods.

Gutierrez said the United States, Canada and Mexico have a trading relationship worth more than $700 billion a year; an increase of 88 percent between 1993 and 2003.

"So we have a lot of jobs and a lot of prosperity tied to this very important trading relationship," Gutierrez said, but added: "No market economy can thrive without safety and security for its people. The threats we face require seamless cooperation that extends beyond our borders."

Emerson said the three nations must stand as one powerful trading block against other growing economies. North America accounts for one-third of the world's gross domestic product and he said investors would continue to look toward North America only if it is competitive.

Mexico's oral pledge isn't worth the paper it is written on.
They can't even keep thier citizens in their own country.

Remember the other article that stated the countries can agree trilaterally or bilaterally to take measures and act on trade and security issues. There is no provision for UNILATERIAL action or measures.

This means the USA DOES NOT HAVE the freedom to unilaterally act to protect either our borders, security, defense, trade or economic issues.

Give me a break. We need to take care of our borders and do it as a sovereign nation. Mexico cant even keep its citizens in because its government is so corrupt. Canada can take care of themselves. They just want to take away our nation under the guise of "Security"

This is the article that discusses the "trilateral" and "bilateral" measures meaning all 3 countries or 2 out of the 3, but NO UNILATERAL measures may be taken. This means the US would not be allowed to take a measure or action on our own behalf with regards to security or trade which...is just about everything. Security is defense. Trade is all business and economic issues.

Anyone seen my copy of the constitution? George Bush is probably lighting his grill with it original this weekend. I guess we wont have much need of it anymore. Perhaps printed copies will gain value in the future as momentos.

I liked the quote from the Minister of Canada about keeping really dangerous people out. Wasn't it just 2 weeks ago the freak with the bloody chain saw came in from Canada after sawing up his neighbor?

This thing isn't about security. None of these trade people have a clue about security. Their whole objective is to abandon security and have "free-flow" which by definition means NO SECURITY.

None of these paid hacks have the authority to do this by regulation or otherwise. Regulations of the federal government require laws first, then they may develop regulations subject to many inter-departmental reviews including Congress and the public through novelties known as "public hearings" and "comment periods" all called the enabling process.

I don't think any of these trade people are Americans or know anything about our law or system. What few that may be involved took some new thinking class funded by some OBL Institute and have never had an American Government class in their lives.

This is most disheartening news. This is the big wallop we have been expecting and now we cross to the other side. As this occcurs WE Americans sit and watch President Bush on TV talk about soveriengty and Freedom of Iraq, while here he is destroying America. What about U.S. sovereignty and freedom?? July 4th means nothing now.

This is all the same we have been seeing from President Bush----'JUST DO IT' action with no counseltation or feedback from Americans or U.S. Congress. JUST DO IT ---to the People.

This is the old enemy of Communism (which many Liberals and Progressives want) creeping in our system that has come home to roost---Government Control of the People and business (Trade--look at the China deals)---recent Supreme Court action of property seizure, Patriot Act removal of 4th Amendment search And seizure ----on and on and on. Communism is amongst our Government, not to mention mexicans too.

However, we all must stay focused and bring as much heat as possible on CAFTA ---still this deal will make things even worse. We must focus on the individual thoughts of Congressmen to ACT to wake up. I pose this question, "Did you, Senator or Rep., originally become a U.S. Congressman to help dissolve the United States with no Borders??.


Folks, I suggest a policy of complete defiance to the Bush Administration-on ANY issue----since Bush is doing this to his own Country and People then he should get no support for the Iraq War or anything and we'll do it to him, regardless of what becomes-----their should be a complete cave-in utter hell made of this Admin. even if the Nation comes to a standstill and there is a total mess.

There need to be letters of vehemence and disgust and eventually a million American March on Washington (sense we have no jobs anyway, we have nothing better to do).

As bad as it is, we should stay focused on burying CAFTA. I agree, they will try to bring CAFTA forward next week and catch us after the Holiday, yet if we can maintain CAFTA as destroyed to the August recess, that will be huge.



This is part of my CAFTA letter to Congressmen---

Canada itself wants no 'North American Community'. In the Preamble is the mention that CAFTA will proceed to the FTAA which is to simply dissolve and do away with the U.S. into an EU style 'region'.
This is complete negligence to oath to U.S. Constitution. Americans that reject CAFTA are NOT so-called "isolationists" or "protectionists" because Americans and the U.S. have knowingly done global trade without deliberate free trade agreements since the Nation was formed. Americans reject CAFTA because it is unwise and long-term detriment to their families and children's future. True Free market Trade occurs without Government control between willing buyers and sellers in capitalism.
