    Consulting with Mexico on border fencing and other border security projects "is not only a good idea but the only way to go about it," Carlos De Icaza, Mexico's ambassador to the U.S. said Monday in El Paso.

    The idea of consulting with Mexico is controversial among U.S. conservatives who see it as compromising the security and sovereignty of the United States.

    Republican House members have scheduled a hearing in El Paso Thursday titled "Should Mexico hold veto power over U.S. border security decisions?"

    The title refers to a provision in the Senate immigration bill, S. 2611, which would require consultation with Mexico on plans to build a border fence.

    But Ambassador De Icaza, who was in El Paso on Monday to attend the opening reception for the third annual Border Security Conference at UTEP, said binational consultation already occurs and with positive results, in human-trafficking investigations for instance.

    De Icaza was promoting the principle of "shared responsibility" as defined in a resolution signed by both houses of the Mexican Congress in February. The document is a mea culpa on immigration -- it recognizes that "Mexicans do not find in their own country an economic and social environment ... that encourages them to stay in the country" -- but it also says that Mexico should be involved in immigration decisions in the United States.

    For instance, Mexico should be allowed to participate in the "design, management, supervision and evaluation" of a U.S. guest worker program, according to the resolution. De Icaza said his government was willing to create more incentives for immigrants to come back to Mexico, like helping migrants buy houses in Mexico.

    "Fences and walls are not the best way to cooperate," De Icaza said. "What we need are more bridges of understanding."

    "Shared responsibility, cooperation and understanding???" That is what has gotten us in this mess. Concentrate on taking care of your people in Mexico. We're financially drained here and tired of trying to absorb their people. If Mexico wanted to build fences would they ask their neighbors? I don't think so.

    Understanding of what? Understanding that your country is the reason we're in this mess and your country encourages this rubbish on a daily basis.

    Mexican ambassador endorses comprehensive immigration reform

    EL PASO, Texas - U.S. immigration and border security reform that doesn't take people into account won't be effective, Mexico's ambassador to the United States said Monday.

    "Security, it's linked to the economy and has a human perspective," Carlos de Icaza said at the opening of the third annual Border Security Conference at the University of Texas at El Paso.

    He praised growing cooperation that has allowed increased trade and security efforts between Mexico and the United States while encouraging U.S. lawmakers to approve reforms that allow "legal, safe and orderly human migration."

    "We respect the right of every country in the world ... to enforce its laws and protect its borders," de Icaza said. "But enforcement by itself won't be enough."

    The ambassador, who said the decisions on immigration policy lie in Washington and with the American people, also acknowledged that his country was to blame for not creating economic conditions that encourage Mexican citizens to stay in Mexico.

    "We have a shared responsibility," de Icaza said. "In Mexico we also have to recognize that we need our people to stay."

    America's ambassador to Mexico, Tony Garza, also spoke Monday night and told the audience that President Bush has long called for comprehensive immigration reform. He added that future security issues, including growing concerns over human and drug trafficking, will surely continue to be a bi-national issue.
