    unconditional aid

    While Calderon wants unconditional aid from the U.S. The
    Congressional version of the Merida Initiative stipulates the aid is
    contingent on guarantees of civilian investigations into human rights
    abuses by the Mexican military. Calderon considers these
    conditions an intrusion on Mexico's sovereignty, and Mexican officials
    announced that they would wait to see the final version before
    deciding whether to accept the aid. (The San Jose Mercury News,

    Didn't we give them money beofre to train their Mexican army to fight drug carels and this same army turned on us? Don't we give them enought money by supporting thier poor? Why can't we spend that money on OUR side of the obrder by helping our agents control the violence and keep it from spilling over onto our side?
