PHOENIX - The U.S. Department of Justice is urging an appeals court to uphold a judge's order blocking key provisions of Arizona's law targeting illegal immigration.

A brief filed late Thursday with the 9th U.S. Circuit Court of Appeals says Arizona's law intrudes on federal authority to regulate immigration, hinders cooperation between state and federal officials and wrongly burdens legal immigrants.

Provisions blocked by a federal judge include one requiring immigrants to obtain or carry immigration registration papers. Another would require police, while enforcing other laws, to question people's immigration status if there is a reasonable suspicion they're in the country illegally.

A Nov. 1 hearing is scheduled in San Francisco for arguments on the appeal.
