Report: 9 states lack immigration laws

WASHINGTON - New Jersey and eight other states haven't passed immigration-related laws this year, a new report says.

From January through July 2, 41 states have adopted measures such as banning the hiring of undocumented workers, requiring proof of legal status for issuing driver's licenses, and helping immigrants integrate into U.S. society, according to the National Conference of State Legislatures, or NCSL.

On Monday, Gov. Jon Corzine appointed a 27-member panel to recommend how the Garden State should help immigrants blend into society. The panel will examine a variety of issues such as English proficiency, civil rights and housing and is scheduled to make recommendations 15 months after it first meets.

States are active on immigration because Congress failed to overhaul the system, the NCSL said Monday in updating a report it issued earlier this year. After months of work, the Senate effectively killed immigration overhaul legislation in late June, handing President Bush a major political defeat.

That measure split the New Jersey congressional delegation and provoked nationwide controversy primarily because it would've put the nation's 12 million illegal immigrants on the path to U.S. citizenship.
