    The criminalization seen throughout the Southwest is not entirely caused by drug cartels and smugglers--government, military and police corruption runs wild. Calderon had some police forces disarmed by the military. Bands--dressed as police and military personnel, using military and police-like vehicles--roam the countryside and rob/rape/kidnap tourists and others.

    The aid would be used to beef up Mexican law enforcement capabilities by providing funds for surveillance helicopters and airplanes, among other things. It would also be used to improve security along Mexico's border.
    Improve security along Mexico's SOUTHERN NOT NORTHERN border--plans include a border fence built on Mexico's southern border.

    The $1.4 Merida Initiative is the one Calderon DEMANDED no conditions attached to the money.

    Mexico makes no attempt to stop illegal immigration into the U.S. nor co-operates in any manner. Buildings next to our border fence are left in place to shield smugglers and tunnel digging without Mexican intervention.

    Mexican border agents on the U.S.-Mexican border are unarmed and without radios. They supply maps, survival booklets, water, food and clothing to illegal immigrants crossing into the U.S. and first aid. They do nothing to assist our border agents even when they are attacked.

    Aid to Mexico will simply enrich corrupt officials. Mexico is a semi-democracy.

    Check-points are manned by Mexican military personnel.
