    Members of Violent Mexican-Based Fraudulant Document Ring Busted

    (ICE RELEASE)

    RICHMOND, Va. – A federal grand jury in Richmond has indicted 22 members of an allegedly highly sophisticated and violent fraudulent document trafficking organization based in Mexico with cells in 19 cities and 11 states, including three cells in Virginia. Discovered through an ongoing investigation dubbed "Operation Phalanx," the organization is accused of kidnapping, beating and – at least on one occasion – murdering competitors and using violence to discipline its own members. The indictment is the result of an investigation conducted by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI).

    ICE Director John Morton, along with U.S. Attorney for the Eastern District of Virginia Neil H. MacBride, made the announcement after a superseding indictment was made public.

    "Document fraud doesn't just involve paperwork. The business of document fraud, which can be ugly and involve violence and the use of deadly weapons warrants the attention of Homeland Security Investigations," said Director Morton. "Fraudulent documents give people the appearance of lawful status and provide them a ticket to access and opportunities to which they are not entitled."

    "The indictment portrays a deadly criminal organization that uses brutal violence to eliminate rivals, protect its turf and enforce discipline against its own members," said U.S. Attorney MacBride. "Thanks to the tremendous effort of ICE agents here in our District and throughout the country, we were able to bring these charges, expose the brutality behind this document cartel, and dismantle the organization."

    According to the 12-count indictment, Israel Cruz Millan, a/k/a "El Muerto," 28, of Raleigh, N.C., managed the organization’s operations in the United States, overseeing cells in nearly a dozen states that produced high-quality false identification cards to illegal aliens. He allegedly placed a manager in each city, each of whom supervised a number of “runnersâ€

    it's interesting how some people, realizing we are broke as a country, start getting their act together as regards illegal immigration.

    This great recession is not good for illegal immigrants as governments, local, state and federal really have to tighten the belts!

    They need to followup on the records of these folks issuing the fraud IDs. Deport each one who has a fake ID and for those who produced them give them max time at hard labor. The harder the better. Maybe something like building a rock wall along the border. Every criminal who is also illegal put them on the wall building project.

    Two illegal aliens in Virginia Beach were indicted this week for their alleged role in a fake document ring that physically assaulted and murdered rival document producers to protect their operations in 19 cities.

    Raleigh man accused of heading fake documents ring

    Richmond, Va. — A Raleigh man oversaw a multi-state operation that supplied phony Social Security cards and other documents to illegal immigrants and funneled the profits back to Mexico, according to a federal indictment unsealed Thursday in Richmond.

    Israel Cruz Millan, 28, placed managers in cities in 11 states, from Massachusetts to Arkansas, who then oversaw groups of "runners" who drummed up business for the operation and arranged transactions with customers, according to the indictment.

    The cost of fraudulent documents varied on the location, with counterfeit green cards and Social Security cards typically selling for $150 to $200. Each local cell maintained detailed sales records and divided the proceeds between the runner, the manager and upper-level managers in Mexico.

    The indictment states that members of the organization wired more than $1 million to Mexico between January 2008 and last November 2010.

    Cruz Millan used violence to intimidate competitors and control the fake documents trade in various cities, according to the indictment.

    On Oct. 29, for example, he used a teleconference to broadcast the beating of a runner in Raleigh who he thought had stolen money and fake Social Security cards from the operation, according to the indictment.

    "During the call, the listeners could hear sounds of the victim screaming as a result of the beating," the indictment states.

    In other cities, runners would pose as customers for competing organizations and then assault the people who tried to sell them fake documents, according to the indictment. In Little Rock, Ark., one competitor was killed in such an attack.

    The indictment charges 22 people with racketeering. They also face charges of conspiracy to produce and transfer false identification documents and conspiracy to commit money laundering. Five people have already pleaded guilty in the case.

    "The indictment portrays a deadly criminal organization that uses brutal violence to eliminate rivals, protect its turf and enforce discipline against its own members," U.S. Attorney Neil MacBride said in a statement.

    “Fraudulent documents give people the appearance of lawful status and provide them a ticket to access and opportunities to which they are not entitled," John Morton, director of U.S. Immigration and Customs Enforcement, said in a statement.

    Dorian Sanchez-Acosta ran the ring's Raleigh operation from a home on White Hall Avenue, according to the indictment. Gabriel Soberanas-Grada ran the Greensboro operation, and Juan Arroyo-Pantoja ran the Wilmington operation, the indictment states.

    I think that this is the "spill over" violence that our politicians say COULD happen here. They had better wake up and stop trying to "spin" things in order to dupe the sheeple and start to do their job of ensuring our laws are enforced and the citizens of this country are protected in all aspects of thier lives. Jobs, taxes, living conditions and our very lives. Americans have been the targets of illegal criminals that have been preying on this country.

    Drug routes? Close them and stop the product and stop the money.

    Close the border and deport. There is enough fraud being perpetrated by illegals in this country to send all of them packing. JMO
