Q If an undocumented immigrant applies for a Good Conduct Certificate at One Police Plaza in Manhattan, will the police or immigration arrest the person?

A Neither the police nor immigration authorities arrest immigrants applying for a Good Conduct Certificate just because the person is undocumented. Under Executive Order 41 issued by Mayor Bloomberg, New York police officers are forbidden from reporting immigrants to the immigration service just because they are here unlawfully. Since the police won't notify the immigration service, the person doesn't risk arrest from U.S. Immigration and Customs (ICE). Of course, if the undocumented immigrant has an outstanding criminal arrest warrant or is engaged in unlawful activity other than unlawful immigration status, the police are free to detain the person.
Note that the police will issue the Good Conduct Certificate even if the person has a serious criminal record. In other words, getting the certificate doesn't mean you have been conducting yourself "good." Rather, the document reports on a person's criminal arrest and conviction record. It is useful in clarifying a person's criminal history.
