PHOENIX – The Rev. Robin Hoover sees a blessing in the storm clouds that have dumped heavy monsoon rains across the U.S-Mexico border.
Hiking through mud is tough, and migrants tend to stay home when it's wet. Those who do venture across will find cooler weather and pools of water dotted along their usually parched pathway.
