The Bush labor dept. is overhauling the H-2B temporary worker program. This would change the temporary worker definition from 10 months to 3 years. According to Ross Eisenbrey (Economic Policy Institute), employers will offer a poverty wage, "recruit" US workers and allow them to turn it down, meeting the recruiting requirements, and then send for the cheap labor from overseas.

Business groups have lobbied Congress to expand the program over the current 66,000 cap, while the average American isn't watching. The new rule changes do not require congressional approval (they've been reading the loopholes, it appears).

Also changing is the proof employers needed to send in that they advertised the jobs to US workers. Instead, now they'll just have to sign a paper (nothing like being allowed to police yourself).

Is it any wonder that the Labor Dept. is coming to be known as the "cheap labor department" ?
