I think Bush believes that he's placating us by saying, "See? They have to go out of the country and back in. And see? They have to pay a total of $12,000 to become a legal citizen!! That will help make up for the MILLIONS we've spent on their health care and food stamps!"
Sheesh!! How stupid does he think we are? Does he think every illegal alien has $12,000 to pay PER PERSON. I see people who have come over here illegally, established themselves, and spend years bring over illegal family member after family member. I've heard them complain about the $2,500 they had to pay a coyote to cross the river into Texas, and you think they'll shell out that much money? $100,000 for their whole family to "legally" work here? Hell no!!
And how the heck do they think any U.S. Consulate office in a foreign country can deal with thousands, much less 12 MILLION people knocking at their doors to get their paperwork in to get back into the U.S.? And the cost to go back to Mexico, and wait there to get the correct paperwork from the U.S. Consulate office, however many days, weeks, or months that takes, without any income? Not to mention the bribe money thrown at the consulate officials to get ahead of all the rest. Can you say a continued support of corrupt Mexican officials?
Very few would do all this if this bill were to pass!! We'd still have 12 million ILLEGAL immigrants working under the table and in the shadows in this country!!
Actually, it's good that even the pro-illegals are against this bill, as they don't want to have to leave the country, pay money, or have any obstacles to pure, automatic amnesty. They want the 1986 blanket amnesty again, where they were just made Americans with little work.
We won't let them get this bill, or any bill that gives them amnesty!!!!

Really simple explanation why this is got to be one of the dumbest ideas Bush has come up with.
As soon as they get across the border they will not care about the VISA expiring. When it does there is no way to track them down and kick them out of the country. All they want is to get across the border, if this means being given a free pass by the Bush administration they are all for it. Does Bush seriously think that these people are going to go back to their home country after their VISA expires, if he does he seriously needs to examine where his head and his brain is.
