    Associated Press - October 25, 2007 3:15 PM ET

    MADISON, Wis. (AP) - Attorney General J.B. Van Hollen says illegal immigrants cannot receive professional licenses or credentials from the state.

    Van Hollen says in a formal legal opinion that the Department of Regulation and Licensing should verify the immigration status for all of those applying for professional licenses.

    He says the department can do so by using a database operated by the Department of Homeland Security.

    The department issues 128 different types of credentials in over 55 professional fields. They include many health and business professions.

    The problem is, how many business licenses are issued to those using the stolen identities of legal American citizens?

    Until there is a way for SS# and other agencies to let people know that there is a possibility that their identity may be being used fraudulently, and then that information being entered into the database, this is like a poor dog chasing it's tail.


    Our government has gotten us into one hell of a tangled mess, that's for sure.

    EDITORIAL: Programs, benefits for legal residents

    Benefits are for those who follow the rules of society.

    GIVE WISCONSIN Attorney General J.B. Van Hollen credit for sending the right message, and following the law.

    Van Hollen issued a legal opinion last week that illegal immigrants cannot be granted professional licenses or credentials in the state. The opinion, he said, is in compliance with applicable federal laws.

    Thus, Wisconsin's Department of Regulation and Licensing will be required to check the immigration status of persons applying for various licenses, such as nursing, real estate, health care or barbering. Already, some are complaining - arguing, for instance, the status-check will gum up the works and delay the licensing process. It shouldn't, but even if it does, doing the right thing is worth a little time.


    WITHOUT A DOUBT, Van Hollen's decision will upset the open-borders crowd. There is a powerful contingent in this country which wants to erase distinctions between those who belong here, and those who don't.

    We salute Van Hollen for standing up for a basic principle: Public programs and benefits are intended to serve those who play by the rules of society and do things right. Legal status must be required.

    Oddly, that premise always seems under assault. Gov. Jim Doyle wanted to grant in-state college tuition to illegal immigrants. And Doyle vetoed a bill last year that would have status-checked applicants for food stamps and welfare. Only this year did Wisconsin finally begin barring illegal immigrants from receiving driver's licenses.

    VAN HOLLEN, meanwhile, looks at the law and enforces it - which, by the way, has landed him in hot water now and then among his fellow Republicans, some of whom have accused him of failing to press party principles. That's not his job. Enforcing the law is his job.

    On this one, he's dead right. People who have broken the law to get here should not be rewarded for that behavior.

    A FINAL WORD: Let's give credit where credit is due. The general perception is that the federal Immigrations and Customs Enforcement agency looks the other way and allows criminal aliens to stay in this country. The Daily News checked the status of illegal aliens who had been convicted of crimes and landed in Rock County's jailhouse. Those who completed their time behind bars were transferred to ICE and subsequently deported. Others still in lock-up have ICE holds placed on them for later deportation determination. That's how it's supposed to work. Good job.
