Wisconsin regent resigns, saying he's angry at governor over illegal aliens

MADISON, Wis. — A University of Wisconsin System regent has quit because he's upset over how the governor has treated illegal immigrants.
Jesus Salas sent his resignation letter Friday morning as Gov. Jim Doyle signed the new two-year state budget. Salas accused Doyle in his letter of not fighting hard enough for a budget provision that would have let illegal immigrants who graduate from Wisconsin high schools pay in-state tuition. Lawmakers stripped the measure from the document.
Salas went on to say he's angry with Doyle for signing laws that require proof of citizenship to get a driver's license and prohibit illegal immigrants from getting state-subsidized home loans.
"In spite of the fact that Latinos share the same fundamental values that brought generation of European immigrants in the same manner to Wisconsin, it is only we who are 'illegal,''' he wrote. "Everyday there are those, individuals as well as representatives of communities as a whole, including state entities who are contriving ways to further deprive us of our US Constitutional rights to life and liberty.''
Doyle's spokesman Matt Canter said the governor has included the in-state tuition clause in every budget he has given the Legislature.
Canter blamed Republicans who control the state Assembly for ripping the measure out this time around. Doyle could not restore it with his partial veto because Republicans erased all the language dealing with it, he said.
"The governor is not the king,'' Canter said. "There's a house in the Legislature, the Republican Assembly, that has refused to compromise on this issue.''
The driver's license requirement was a federal mandate, Canter added.
Doyle appointed Salas, a Milwaukee resident, to the Board of Regents in 2003.
A former migrant worker, Salas spent 18 years teaching social studies at Milwaukee Area Technical College before retiring in 2005, according to his biography on the regents' Web site. He did not immediately return a message.
