Wisconsin tuition cut for immigrants wouldn't cost much

MADISON -- A legislative analysis says Gov. Jim Doyle's plan to allow some illegal immigrants to qualify for in-state tuition would affect few students and cost very little.

The plan would allow illegal immigrants who graduate from Wisconsin high schools and have lived in the state three years to be charged in-state rates at Wisconsin universities and technical colleges.

The Legislative Fiscal Bureau says the plan could actually increase tuition revenue. That's because few illegal immigrants are paying the higher out-of-state tuition levels because they can't afford it.

The report says exact numbers are unknown but an estimated 400 to 650 illegal immigrants might graduate from Wisconsin high schools every year.
