    These shifting settlement patterns among immigrants raise the question of how elected officials will respond to growing numbers of undocumented constituents in their districts. These immigrants are likely to remain in the United States for long periods of time and warrant attention from local officials charged with promoting economic and social development. Deciding how to interact with and, indeed, represent undocumented constituents and their families will be an increasingly important task for many congressional representatives.

    Just looked over figures for my state.

    Anne Northrup R KY-03 7,000 1.1% 16,000 2.4% 129%
    versus
    Geoff Davis R KY-04 2,000 0.3% 5,000 0.8% 150%

    Knowing a little about these Representatives I find it surprising that conservative anti-amnesty Davis shows a larger increase than Northup's district. Both outstripped the Democrat. This shouldn't be happening if the Representative is able to affect the numbers very much. Looking at the numbers for the whole state it would seem that the primary factor in attracting illegal immigrants is the existence of a largish metropolitan area with a support system for illegals. Looking like Louisville and Lexington governments should be the focus rather than the Fed Rep. Our Focus Campaigns seem to be more important than the national politics.
