I think a mountain hillside would be better; they could helicopter in a temporary tower and supplies. Wintertime it would be fine. Summer---well maybe solar powered AC? And summer has lots of light. Any way---it works so it is just the will. What we are spending on prison costs in one year would pay for permanent control, very easily.
