    I don't think Perry will agree to halt the executions and he has the Supreme Court to back him up.

    ICJ stays U.S. execution of Mexicans

    (RTTNews) - In a far-reaching ruling Wednesday, the International Court of Justice stayed the execution of five Mexican citizens by the United States until a judgment on the request for interpretation of an ICJ ruling in the relevant cases in 2004 is delivered.

    The judicial panel of the Hague court allowed the Mexican government's request for a judicial review by a 7-5 vote.

    The five Mexican citizens, Jose Ernesto Medellin Rojas, Cesar Roberto Fierro Reyna, Ruben Ramirez Cardenas, Humberto Leal Garcia, and Roberto Moreno Ramos, are currently on death row in Texas.

    Jose Medellin was scheduled for execution on August 5 for his part in the gang rape and murder of two teenage girls.

    The U.S. Supreme Court overruled President George W Bush's order to state courts to comply with a ruling by the ICJ that the U.S. had failed to conform to the Vienna Convention of Consular Relations to inform a native country, when one of its citizens was arrested and charged with a serious crime.

    Mexico appealed to the world court last month to stop the sentences from being carried out, as the U.S. courts have violated international law, and that the Mexican suspects were not allowed legal assistance by their consulate.

    Under the Vienna Convention, arrested suspects are eligible to get access to their own consulates for seeking legal assistance.

    Making a strong statement about the limits of presidential power, U.S. Supreme Court Chief Justice John G. Roberts said in March that the Vienna Convention was not a "binding federal law" because Congress had not passed a law to enforce it.

    Court seeks to stay US executions

    The US has been advised not to execute five Mexican nationals on death row by the International Court of Justice in The Hague.

    The ICJ - the UN's highest court - had previously ruled that the men had been denied the right to help from their consulate after their arrests.

    Mexico says the US has not reviewed the cases - as advised by the ICJ.

    The court told the US it should not execute the men before it made its final judgement.

    The five are among 51 Mexicans on death row in the United States who were not told after arrest that they were entitled to assistance from Mexican consulates.

    Bush overruled

    All five are currently on death row in Texas.

    One of them, Jose Medellin, is scheduled for execution in less than three weeks for his part in the gang rape and murder of two teenage girls.

    After the executions were cleared to proceed in the US, Mexico went back to the world court last month to stop the sentences from being carried out.

    The international court called for a review of all their cases, and President George W Bush directed state courts to do so, but the US Supreme Court overruled him, saying he had no authority to intervene.

    The ICJ is the highest United Nations court. Set up in 1946, it offers advisory opinions to international disputes brought to it by member states.

    Seems to me we should drop out of the Hague Convention as well as NATO. Who does the World Court they think are to meddle with our laws? We didn't elect them to run America, nor do we need them.

    The phrase legally behinding but has no enforcement power means that the Governor of Texas will be safe where he is even if the criminals are executed. However were he traveling outside the United States Mexico could ask the country he was in to help by extraditing him as a person who had committed an act against humanity.

    * Location: The Hague, Netherlands
    * Role: Judicial arm of the United Nations.
    * Decisions: Binding on member countries. No appeal. The court cannot enforce judgments.
    * Justices: 15 justices, each elected to 9-year terms by the U.N. Gemeral Assembly or the U.N. Security Council.
    * Lawsuits: Court acts on matters brought by member states; individuals cannot bring suits.

    More overwhelming evidence that the Boosh administration respects the decisions of global powers over the sovereignty of the United States and our States rights in general. They've sided with Meheco on everything. I've said it before and I'll say it again. Jorge Boosh is the best president Meheco ever had but to America he is a rank TRAITOR!

    If we can't get him put to death, then let him rot in a jail cell 23 hours a day for the rest of his life. That would be a worse punishment anyway.
