In Utah, you're not allowed to capture the rain that falls on your roof unless you own the water rights to it.
Is there any other place on earth, during any historical period on earth, where people were criminalized for capturing the water that falls on their own property?
I don't even the Israelis have applied that one in Palestine (and don't give them any new ideas.)
Just when you think the government cannot possibly
