It looks like a fake. But it looks beliveable because we can believe that it would happen in front of him.

It's funny, but I think it's a fake, first because nowadays they can fake a lot of stuff in video and the people crossing the fence look a little too clear in some of the frames plus they move a little funny too, and second because I don't think the security around the President is going to let something like that go on in such close proximity to him. I would imagine a fairly large perimeter around him is under tight security.
