This bill would restrict all state taxpayer benefits and welfare from illegal aliens 19 years and older except for emergency care and k-12 schools which are federally mandated.

The bill requires applicants for public assistance to prove their US citizenship or legal presence in the US. Or they can sign an affidavit that gives them 90 days to prove it while they receive benefits. If they sign the affidavit but fail to show "legal presence" the NC Attorney General turns their names over to Immigration and Customs Enforcement ICE.

This bill was passed by large margins in VA and has passed the NC House Judiciary 3 Committee unanimously with bi-partisan support. It is similar to Arizona's Prop. 200 minus the citizenship requirement for registering to vote.
