    Bill against grassroots lobbyists

    House Speaker-to-be Nancy Pelosi (D.-Calif.) has pledged to take up a lobbying reform proposal that would impose new regulations on speech by grassroots organizations, while providing a loophole in the rules for large corporations and labor unions.

    The legislation would make changes to the legal definition of "grassroots lobbying" and require any organization that encourages 500 or more members of the general public to contact their elected representatives to file a report with detailed information about their organization to the government on a quarterly basis.

    500! Did you hear that 500?

    We aren't the biggest nor sometimes the brightest, but 500 places ALL of us in the same boat!

    The report would include identifying the organizations expenditures, the issues focused on and the members of Congress and other federal officials who are the subject of the advocacy efforts. A separate report would be required for each policy issue the group is active on.

    Under the bill, communications aimed at an organizations members, employees, officers or shareholders would be exempt from the reporting requirement. That would effectively exempt most corporations, trade associations and unions from the reporting requirements—but not most conservative grassroots groups, which frequently are less formally organized.

    Larger, well-funded organizations are also currently eligible for a "low-dollar lobbyist exemption" that Pelosi's bill does not give to grassroots organizations. If an organization retains a lobbyist to contact lawmakers directly at a cost of $2,500 per quarter or less, or employs a full-time lobbyist at a cost of $10,000 per quarter or less, the organization does not have to report to the government.

    Well, that rules LaptopAmerica.net out as we certainly don't have low-dollar lobbyist!! We don't even have lobbyist!! Unless of course they mean Y-O-U... the little Citizen who uses Y-O-U-R rights to redress under the 1st Article of Amendment!!

    Craig Holman, a lobbyist for Public Citizen, said the changes would help "streamline" how grassroots organizations are regulated by the IRS. Does your activism to contact your Congressman need to be streamlined? The only streamlining we can think of is for each Congressman to actually be available to meet the American citizens that they pass laws over! Has anyone ever tried to sit down and talk to your Congressman? After being handed off by 4-5 staffers, it soon becomes apparent that you won't meet the Congressman. Now that process needs streamlining.

    Has anyone at the Public Citizen organization read the First Amendment to the Constitution of the United States? Does Freedom of Expression and Speech mean anything?

    A coalition of grassroots organizers, including David Keene of the American Conservative Union, Larry Pratt of Gun Owners of America and Terrence Scanlon of the Capitol Research Center, have written an open letter calling on Public Citizen to renounce its efforts, which they called "flawed to the point of hypocrisy."

    "This bill would apply to those who have no Washington-based lobbyists, who provide no money or gifts to members of Congress, and who merely seek to speak, associate and petition the government," it said. "Regulating the speech, publishing, association and petitioning rights of citizens is not targeted at corruption in Washington, as Public Citizen and its supporters would believe. Instead, it is targeted directly at the 1st-Amendment rights of citizens and their voluntary associations."

    Public Citizen, a liberal "government watchdog," is taking credit for helping Pelosi craft the legislation and expects the final draft of the bill to closely resemble Pelosi's Honest Leadership and Open Government Act of 2006, which contains these provisions.

    What about a radio talkshow host? If he encourages listeners to call their representatives would they be targeted as well?

    She is afriad of receiving some faxes and phone calls. I guess she is missing phone calls from the people she wants to hear from... the special entrest groups that send her free dinners, perks give her awards and campaign funds. The general public might get in the way of those important people.

    Everytime I send her an email I receive the same computer generated response. If I am not one of her constituents I will not be hearing from her basically...

    Of course she calls illegal aliens her constituents...so that speaks for itself!
    Please help save America for our children and grandchildren... they are counting on us. THEY DESERVE the goodness of AMERICA not to be given to those who are stealing our children's future! ... and a congress who works for THEM!

    So, does this include websites with over 500 members? It would seem so, such as an organization with over 500 members which happens to have a website for coordination purposes.

    Will the immigration voice (representing foreign nationals) be exempted from this requirement?

    What is the house HR bill number?

    The new majority leader of the House, Nancy Pelosi, has promised that the first day the Democrats take over the House of Representatives, they will introduce legislation to “break the link between lobbyists and legislation.” Last month, Public Citizen and other good government groups asked Representative Pelosi to add one essential element to the Democratic plan, and that was to create an Office of Public Integrity to administer new ethics rules and investigate violations.

    The current House leadership this year refused to allow votes on key lobbying and ethics reform proposals. With the new leadership in January, there will likely be new openness and stronger support for strengthened ethics and reform legislation. The Senate last year considered strong lobby reform legislation, but it was watered down, and procedural devices were used to stop debate and block amendments. Given that the new Senate will be almost split evenly between the parties, we expect that such tactics will stop.

    The American public has given Congress a mandate. Voters are outraged by congressional scandals – sex scandals, money laundering, travel junkets, lobbyist abuses and ethical lapses. The only way these will be stopped is with new legislation. It is time for the 110th Congress to carry through and do what the 109th Congress would not:

    Break the nexus between lobbyists, money and lawmakers.
    Prohibit private interests from paying for trips for members of Congress and staff.
    Ban lobbyist gifts to members of Congress and staff.
    Establish an independent congressional Office of Public Integrity to oversee and enforce ethics rules and lobbying laws.
    Slow the revolving door by prohibiting members of Congress and senior executive branch officials from lobbying for two years after leaving their positions.
    Shed sunshine on lobbying activities and strengthen financial disclosure reports.
    Voters are fed up. The time to act is now.

    I didn't realize it was only the Republicans that got gifts, etc. from lobbyists. Apparently, the Dems did nothing of the sort. I also thought America was fed up with the war, and that was why they lost. It was actually the lack of ethics, sex scandals, money laundering... Clearly the Republicans were the only unethical members of Congress. William Jefferson's cold cash, John Murtha and ABSCAM...those guys have been quite ethical.

    Pelosi has said it is important to have some special interest groups. Apparently she meant the ones that can afford it.
