Not to say Ron Paul should not get numbers like that, although these numbers do look a little skewed.
Any thoughts on if this is just a couple people voting for him repeatedly?

November 28, 2007 - St. Petersburg, Florida
CNN planned this debate with a simulcast on CNN en Español (in the Spanish language). Internet services YouTube and Google also participated, allowing them to stream the event live and have clips for future use. Video questions had to be submitted by November 25 to YouTube [11].
Several candidates cited scheduling conflicts with the original date, September 17, 2007, so it was re-scheduled. The invited candidates are Ron Paul, Rudy Giuliani, Mike Huckabee, Duncan Hunter, John McCain, Mitt Romney, Tom Tancredo, and Fred Thompson.[63] All candidates accepted, and all appeared.[64]
60-70 questions were chosen for the debate, with Anderson Cooper - the moderator - determining which candidates would respond to each question.[65] Overall, Mitt Romney and Rudy Giuliani had the longest speaking time. Mike Huckabee wasn't allowed to answer a question until the 26th minute. Ron Paul was not allowed to respond until after the first half-hour.[66]
According to CNN's online scorecard, Ron Paul is the overall winner of the debate with 47% of the vote and won in every other major category except "Most Disappointing Performance," which went to Rudy Giuliani with 25% of the vote.[67]
John McCain and Ron Paul had a notable exchange over the Iraq War and the Vietnam War. McCain stated that troops wanted the US government to "let them win." Ron Paul replied "The real question you have to ask is why do I get the most money from active duty officers and military personnel?" [68] McCain also called Paul an isolationist, saying "We allowed Hitler to come to power with that kind of isolationism." Paul replied that McCain was confusing isolationism with non-intervention, "I want to trade with people, talk with people, travel, but I don't want to send troops overseas using force to tell them how to live."[69] [70] McCain's critiques of Paul's anti-war stance drew loud booing from the audience.[71]
During breaks, ads created by each campaign were aired. Fred Thompson's ad attacked Mitt Romney and Mike Huckabee, which they were allowed to respond to.[72]
