    Both thought bill defective

    WASHINGTON—On Tuesday, Ohio's two senators joined 62 of their colleagues in favor of moving toward a final vote on immigration reform.

    Today, Democrat Sherrod Brown and Republican George V. Voinovich again were on the winning side -- but this time voting not to proceed with the legislation, joining 51 other senators in derailing it for some time.

    The vote meant defeat for proponents of overhauling immigration laws and offering a path to citizenship for an estimated 12 million illegal immigrants.

    After saying Tuesday that he wanted to keep the process moving forward, Brown today said he'd decided against the measure.

    Brown said he was convinced the bill would pass in close to its present form if 60 senators today had voted to cut off debate and move toward a final tally.

    He isn't against the path to citizenship concept that critics call amnesty for lawbreakers, he said. “We can't deport 12 million people, nor should we try,â€
