What should Congress do next now that the House has rejected the $700 billion Wall Street bailout?

WELL THE ANSWER THAT I WOULD GIVE TO THIS QUESTION IS NOT LISTED.
BUT I WOULD MAKE THOSE BANKS RENEGOTIATE HOMEOWNER LOANS BASED ON THE CURRENT VALUE OF THE HOME. THE BALANCE SHOULD BE FORGIVEN. REGULAR LOANS SHOULD BE ISSUED TO HOMEOWNERS WHO CAN PROVE THEY CAN AFFORD TO PAY FOR THE HOME. THAT WOULD TAKE CARE OF THE LARGE PART OF THE PROBLEM.
IF THE HOMEOWNER DID NOT LIE ON THEIR APPLICATION....AND AT THE TIME OF THE LOAN THEY WERE ABLE TO PAY FOR THE LOAN BUT THEIR CIRCUMSTANCES HAVE CHANGED SINCE THEN.....MAYBE THEY COULD BE BAILED OUT IN SOME WAY. I DONT KNOW HOW AS I HAVE NOT THOUGHT IT THROUGH.
THOSE WHO LIED ON THEIR APPLICATION....GOT HOUSES THAT THEY COULD NOT AFFORD FROM THE BEGINNING...THEY SHOULD GO DOWN.
FOR THOSE WHO DID NOT LIE ON THEIR APPLICATION, BUT CANT AFFORD THE LOAN THERE COULD BE SOME KIND OF PROGRAM FOR THEM. LIKE THE GOVERNMENT COULD BUY PART OF THEIR HOUSE AND BE A CO-OWNER. THE HOMEOWNER COULD OWN PART OF THE HOUSE AND LIVE IN THE HOUSE. UPON LATER SALE OF THE HOME, THE GOVERNMENT (TAXPAYER) COULD GET THEIR PART OF THE HOUSE AND THE HOMEOWNER COULD GET THEIR PART. THAT WOULD INCLUDE ANY INCREASE IN THE VALUE OF THE HOME.
