The "intelligence community" equals a bunch of sleazy scam artists who create make-beieve threat and enemies to justify: a) the breaking of the law and b) the looting of the government treasury in order to line their own pockets.

"Deeper penetration of our targets" equals making a huge business out of illegally spying on law abiding American citizens.
