    Be on the lookout for news about S.773 proposed by Jay Rockefeller that would give Obama emergency powers over the internet. It appears to permit the president to seize temporary control of private-sector networks during a so-called cybersecurity emergency. Who is to decide what an "emergency" might be - a nuclear attack or a website that criticizes Obama.
