Both sides of the roiling immigration debate greeted President Bush’s new border security plan with skepticism Friday.

Opponents warned the White House may be trying to placate hardliners with tough talk, or using it as a pretext to reintroduce its comprehensive immigration reform measure next year. Supporters of comprehensive immigration reform had other doubts.
