A Valley Center advisory committee is expected to take its first look Tuesday at revised plans for Lilac Hills Ranch ---- a proposed development that would add 1,700 homes, shopping and a new school site to the rural town's west side.

The meeting is open to the public and set for 6 p.m. at the Valley Center Library's History Room, at 29200 Cole Grade Road.

Randy Goodson, head of Accretive Investments Inc., submitted a formal application for Lilac Hills Ranch to the county April 30. The project was previously named the Valley Center Sustainable Community.

The "I-15/395 Accretive" committee is part of the Valley Center Community Planning Group, an advisory panel which makes recommendations to the San Diego County Board of Supervisors on whether local projects should be approved.

Members of the panel strongly opposed the proposal when it first surfaced in 2009. They have said they continue to have reservations about it.

Goodson, who developed the San Elijo Hills community in San Marcos, said he spent the past year and a half listening to Valley Center residents and revising his initial plans for the project.

Goodson's revised plans spread the homes across 608 acres instead of the earlier 416 acres, he said last month. He said he purchased the additional acreage to gain more access to West Lilac Road and reduce the project's building density.

The San Diego County Board of Supervisors will have the final say on the project after county staff members and planning commissioners examine it.

Goodson said in April that he hopes to win approval within 18 months and build the project's first neighborhoods in 2015.
