    D.A.: Woman stole from Toys for Tots

    A 73-year-old woman in San Ysidro has been arrested for allegedly stealing more than 11,000 toys over several years from the Toys for Tots program and selling them, the San Diego County district attorney’s office said today.

    Virginia Kelly was a longtime foster mother and president of the Latino Foster Parents Assn. Welfare officials have removed the foster children from her home.
