    That New Flat Screen? In California, It Better Be Green

    With flat-screen TV vendors hawking their latest and greatest—or at least thinnest and brightest—wares at CES this week, energy efficiency isn't always the first point of discussion, at least compared to size and pictures.

    But the state of California wants to make sure green is the first selling point for all flat screens going forward. According to a report in the Los Angeles Times, state regulators are preparing to draft the country's first set of regulations that would require retailers to sell only the most energy-efficient televisions—or risk breaking the law.

    (NOTE: I just watched a piece on KTLA TV in LA where people were being advised about this regarding the SIZE of their TV screens. Shocking!!!! People responded "no way" should the govn't tell them what TVs to buy. I haven't found any news stories on the internet so far.)

    The draft is expected to pass by mid-2009, the Times reported, and if so would take effect by 2011, with harsher penalties in place by 2013. The California Energy Commission states that if the standards are adhered to, it would reduce energy consumption in California by a level equivalent to the annual power use by 86,400 homes.

    Televisions account for roughly 10 percent of most Californians' monthly home electricity bills, according to the Times, and LCD TVs use about 43 percent (plasma TVs nearly 300 percent) more electricity on average than conventional tube televisions.

    Environmental watchdog groups suggest many other states will follow in California's footsteps, but flat-screen TV manufacturers and big-box electronics retailers are pushing back on what according to them would harm business and drive consumers out of state for their purchasing needs. Representatives from the Consumer Electronics Association told the Energy Commission in December that if 30 percent of televisions sold in the state fail to meet standards and thus can't be sold, California will take a hit to the tune of $130 million in tax revenue and 15,800 jobs.

    "The passion is correct. The proposal is not," said Doug Johnson, senior director of technology at the Consumer Electronics Association, to the Times. "We can accomplish this without regulation as a result of innovation and voluntary approaches."

    California is bankrupt, unemployment is through the roof. Yet instead of worrying about jump starting their economy, they are going to concentrate instead on how many more businesses they can burden to the point of closure.
