I just see a man intimidating police by his posture and appearance. He doesn't appear to be an innocent bystander just videoing but actually intimidating the police. I see it as harassment of an officer while he's performing his duties. Further then man made a racial comment about "why no black cops" which isn't meant as an innocent question. When officers came near him he offered himself for arrest and had no idea on the officers intentions at that time and we also don't know.

The dog got loose and as any person with a brain knows a dog can kill a man, a dog can cause severe harm to a man things that won't heal and get better. The officer's looked to be backing away until the dog charged and the officer protected himself.

Maybe in the future when officers are doing their job its best to not stick your nose in.
