California Rep. Jane Harman, the ranking Democrat on the Homeland Security Committee’s intelligence subcommittee, will likely announce Tuesday that she is leaving Congress, news services report. After departing Congress, she’s expected to succeed former Rep. Lee Hamilton, D-Ind., as president and CEO of the Woodrow Wilson Center for International Scholars.

But her deal with the Wilson Center hasn’t been finalized yet. The center's board will vote on the matter Tuesday, The Hill reports.

The nine-term congresswoman sent a letter Monday to constituents, describing her negotiations with the Wilson Center and saying her decision to leave Congress is difficult.

"This is an excruciating decision because the distinction of representing the smartest constituents on earth will never be surpassed — nor will my relationships with my exceptional staff and colleagues in Congress," she writes.

Harman is the wife of Sidney Harman, owner of Newsweek.
