    Here we go again. A relative of mine received an email from Congressman Jerry Lewis (R) of Redlands CA (which you can read below) concerning proposed Fish and Wildlife action that would affect the drinking water supplies to approximately 400,000 Southern CA families. This time the fish is called the Santa Ana Sucker. Hardly a sympathetic name for a fish. The Santa Ana River is approximately 75 miles long and runs from the San Bernardino Mountains through four counties all the way to Huntington Beach. Congressman Lewis fears that the Fish and Wildlife could determine that 100% of the water is needed to preserve this fish.

    The "Center for Biological Diversity" has been waging a war to increase habitat for this fish for years, and seeks nothing less than the removal of the Seven Oaks Dam which provides many Inland Empire cities with protection from flash flooding.

    Dear neighbor,
    A plan by the U.S. Fish and Wildlife
    Service to increase protection for a small fish called the Santa Ana
    Sucker
    could bring very big costs for the people of the Inland Empire.

    We are regularly reminded that federal policies often have unintended consequences for local governments and everyday Americans. What is especially frustrating is when we can see these problems coming, and can't get a federal agency to pay attention. I am very concerned that we are facing one of those situations, with consequences that could harm the economic well being of the Inland Empire.

    The Seven Oaks Dam provides vital flood protection from the Santa Ana River for the region. Located in the foothills, the Dam prevents floods caused by runoff from Big Bear Lake and the San Bernardino Mountains. It is also a key to conservation efforts by local water agencies, which are trying to recharge our heavily taxed aquifers. In fact, the water preserved by the Dam can support approximately 400,000 families each year.

    Our local water agencies are very worried that the Service will rule that all water in the Santa Ana River is required to protect the Santa Ana Sucker. If such a ruling were to occur, it would prevent water agencies from capturing water for recharge. They warn that the Service could also prohibit Seven Oaks Dam from holding back flood waters. Regional experts estimate that it could cost $2.7 billion to replace these water supplies.

    The Fish and Wildlife service is required by law to conduct an economic analysis before moving forward with a habitat designation. Unfortunately, the Service's initial analysis specifically ignores the cost of lost water resources. It estimates that the economic impact will be only $6 million to 8.5 million dollars. It is my belief that the Fish and Wildlife service must perform a better study of this plan's costs, which will be borne by the people of the Inland Empire.

    I have asked the Appropriations Committee to attach language to the budget of the Fish and Wildlife Service requiring them to acquire better data and analyze the true economic impact of their proposal before moving forward. As a community, we must demand that federal agencies respond to local needs as they determine what they believe is necessary to protect the environment.

    I am committed to ensuring that the Santa Ana Sucker has the necessary habitat to survive. However, it is a simple fact that we cannot absorb another blow to the Inland Empire economy. If you'd like to learn more about the federal government's role in our region, please visit my website.
