Jenny Zarman, 21, was killed after a driver going the wrong way crashed into her on I-40.
A Charlotte family is demanding action after losing their daughter in a wrong way crash.
21-year-old Jenny Edwards Zartman died early Saturday when she was hit head on by a wrong way driver.
It was near Wilmington on Interstate 40. It happened not even a week after the state determined it was too expensive to make changes to our freeways to help prevent wrong way crashes.
“For them to put a monetary value on it turns my stomach. How many are going to have to die before they do something?” Nancy Zartman said.
Troopers said wrong way signs are posted on the routes that take drivers to the stretch of I-40 of this crash.
They said the driver that hit Jenny Zartman was driving the wrong way for at least three miles. He also died in the crash. It will be a few weeks before troopers know if alcohol was involved.
The Zartman family is holding a visitation for Jenny this Thursday at the Presbyterian Church Family Center on Albemarle Road.
They said the chancellor at UNC Chapel Hill has already charted a bus to take students who want to go. Jenny Zartman was a student there.

A UNC Chapel Hill senior from Charlotte with plans to become a nurse midwife and a wedding 10 months away was killed Saturday on Interstate 40 near Wilmington.
Jennifer Leigh Edwards Zartman, 21, of Sudbury Road in east Charlotte, was driving her Toyota Camry on her way to visit a cousin when she was hit head on by a car traveling the wrong way in an eastbound lane.
She was killed instantly, as was the driver of the other vehicle, also a Toyota Camry: Derrick Lane Moore, 25, of Wallace.
Five members of a Maryland family were also injured when Zartman's car hit their Toyota Tercel. All five were treated at New Hanover Medical Center, though none had life-threatening injuries.
First Sgt. J.O. Holmes of the N.C. Highway Patrol said Moore had been driving in the wrong direction at least three miles. Toxicology tests will determine whether he had been drinking, Holmes said.
Zartman, who graduated from Harding University High School in Charlotte, had spent her summer in Chapel Hill taking a physics course.
Her father, Randy Zartman, said she interned with an obstetrician and a midwife during high school. She earned her Girl Scout Gold Award for a project that distributed baskets of supplies to new mothers and was a counselor at the Girl Scouts' Camp Occoneechee.
At UNC, she volunteered as a doula at N.C. Women's Hospital, giving women in labor extra emotional and physical support.
Her fiance, Michael Stewart of Charlotte, said Zartman wanted to become a midwife rather than an obstetrician because she didn't like hospital restrictions and wanted a more personal relationship with expectant moms.
"She thinks (delivering babies) is a very powerful thing," said Stewart, a UNC senior who began dating Zartman during their freshman year at Harding. "In most things in her life, she's about love, and that just really embodies it, seeing a mother there with her child."
The couple had planned a June 3 wedding after originally debating whether to forgo legal marriage to protest laws barring gay couples from marrying.
They decided instead to incorporate several quotes related to the issue into the ceremony.
Stewart asked Zartman to marry him last October. He gave her a moissanite ring rather than a diamond because she was uncomfortable with diamond-mining practices.
Zartman's family will hold a celebration of her life at 1 p.m. Thursday at Albemarle Road Presbyterian Church Family Life Center, 6740 Albemarle Road.
