    In February, a Chinese balloon floated over the US, prompting politicians on both sides of the aisle to claim Beijing was threatening Americans. The event led American officials to cancel high-level meetings with their Chinese diplomats. Seven months later, Gen. Mark Milley said the balloon never collected intelligence.
    Milley, Chairman of the Joint Chiefs, told “CBS News Sunday Morning” the US intelligence community does not believe the craft collected intelligence but still maintained it was a “spy balloon.” America’s top general said, “The intelligence community, their assessment – and it’s a high-confidence assessment – [is] that there was no intelligence collection by that balloon.” Milley continued, “I would say it was a spy balloon that we know with a high degree of certainty got no intelligence, and didn’t transmit any intelligence back to China.”

Secretary of State Antony Blinken slammed Beijing’s decision to fly the balloon over the US as “both unacceptable and irresponsible.” America’s top diplomat then canceled a meeting with the Chinese Foreign Minister.
    On Sunday, Milley, who is retiring later this month, explained that the Chinese balloon ended up over the US due to unexpected weather. “Those winds are very high,” the general said. “The particular motor on that aircraft can’t go against those winds at that altitude.”
    From the start, Beijing has contested Washington’s claims that the craft was intended for surveillance, insisting it was merely a weather balloon for scientific purposes. Chinese Foreign Ministry spokesman Wang Wenbin said Washington’s response to the balloon damaged bilateral relations. “This is a clear overreaction that seriously contravenes the spirit of international law and customary international practice,” he explained. “What the US did has had a grave impact on the efforts and progress made by China and the US in stabilizing bilateral relations.”
    Still, politicians told Americans the balloon was a threat. Senator Lindsey Graham claimed Beijing was “up to no good.” “I don’t know crap about balloons, but I got common sense that if the Chinese got a balloon with three tractor trailers hitched to it, they’re up to no good,” the senator stated. “And why would you let them go to South Carolina? This makes no sense, it doesn’t pass the smell test, and this is dangerous.”
    Democrat Sen. Jon Tester called the balloon “a clear threat.” While Democrat Rep. Raja Krishnamoorthi “Indeed, this incident demonstrates that the CCP threat is not confined to distant shores — it is here at home and we must act to counter this threat.”

    Senator Ted Cruz described the balloon as a threat and attacked President Joe Biden for not shooting down the craft over the US. “He allowed a full week for the Chinese to conduct spying operations over the United States, over sensitive military installations, exposing not just photographs but the potential of intercepted communications.” He added, “[Shooting down the balloon] is absolutely what the president should have done. Unfortunately, he didn’t do that until a week after it entered US airspace.”
    Biden ordered the military to shoot down the balloon after it had passed over the US and it crashed into the Atlantic Ocean. In the weeks after the Chinese craft crossed American skies, Biden ordered the military to shoot down three additional balloons. The Pentagon later admitted that all three craft were civilian-launched weather and hobby balloons.

    A new report by Chinese defense researchers has linked the communist nation's high-altitude balloon program to the hypersonic missile program of its armed forces.This report was prepared by a group of researchers from the National University of Defense Technology, a Chinese university directly affiliated with the Central Military Commission, the highest Chinese government body that oversees the country's armed forces, the People's Liberation Army (PLA).
    According to the report, the PLA is trying to set up a proper military command structure to control the deployment of high-altitude surveillance balloons known as "Near Space Operations Command." Worse yet, this new command would also govern the use of hypersonic missiles.
    Hypersonic missiles, as described by the report, are weapons systems that can strike targets anywhere in the world within minutes after launch and can maneuver to avoid anti-missile defenses. These missiles can be armed with conventional or nuclear warheads.
    The PLA wants to combine the use of high-altitude spy balloons with hypersonic missiles so that when the spy balloons surveil high-value and heavily protected targets, they can direct hypersonic missiles toward them.
    "Hypersonic weapons can attack rocket launch sites, [destroying] the enemy's ability to fire anti-satellite missiles on our civilian satellite networks," reads the report. "These attacks must be precise, overwhelming and merciless. This could change the pace of battles and bring a major impact to how a war would end."
    This report came out several months after the Air Force shot down a spy balloon from China off the coast of South Carolina after this balloon traversed the United States. (Related: Pentagon warns China now has over 500 operational nuclear warheads as it seeks nuclear parity with the U.S.)
    The Chinese military has been using spy balloons for years for surveillance and gathering intelligence on targets far from the Chinese mainland. These spy balloons are currently governed by the Strategic Support Force, a separate branch of the PLA that is designated for espionage as well as cyber, electronic and psychological warfare. They operate at extremely high altitudes and low speeds. They can stay in the air for weeks or even months, providing real-time surveillance on enemy positions and serving as valuable long-distance communications relay points.
    If these spy balloons are brought under the purview of the new Near Space Operations Command, China's balloon fleet would be expanded to include other kinds of solar-powered unmanned aerial vehicles, like the one discovered and then shot down over the U.S., as well as other kinds of espionage vehicles.
    China believes future conflicts will be decided in "near space"

    The PLA's desire to combine its spy balloon fleet with its hypersonic missiles comes out of a belief by Chinese military theorists that future conflicts will take place and be decided in "near space," which is essentially sovereign airspace out of the legal reach of nations and international regulations.
    "The understanding of near-space command needs to be deepened," reads the report. "It is necessary to adjust the hierarchy of command and control powers, selection of command methods, implementation of executive orders and support for command communication."
    China is already a world leader in hypersonic missile technology. Its first fully operational hypersonic weapon is the DF-ZF hypersonic glide vehicle, designed to carry a DF-17 ballistic missile. It can travel at Mach 5 to 10, or five to 10 times the speed of sound.

    Military observers have spotted two Chinese balloons flying over Taiwan ahead of the island nation's presidential election.The balloons traveled from China and over the Taiwan Strait on Dec. 17, and made a course to the north of the island nation, Taiwan's Defense Ministry said, as reported by ABC News. The ministry said the balloons reached an altitude of 27,000 feet, went east and disappeared at 9:36 a.m. and 4:35 p.m. local time.
    Another Chinese balloon passed southwest of Keelung on Dec. 7.

    Taiwan's Defense Ministry also called them "weather balloons." Defense Minister Chiu Kuo-cheng said these weather balloons had floated toward Taiwan due to monsoon winds. Taiwan is on high alert ahead of its presidential election on Jan. 13, with Taipei and Washington warning Beijing not to influence the result.
    Beijing, which has promised to one day seize Taiwan, has increased pressure since independence-leaning President Tsai Ing-wen came to power in 2016, frequently sending warplanes and vessels around the island.
    The current frontrunner in the upcoming presidential election is the Democratic Progressive Party's William Lai, who openly supports the independence of Taiwan from Mainland China.
    China's spy balloons have entered U.S. airspace before

    The U.S. is very familiar with Chinese spy balloons, although the Biden administration worked thoroughly to hide the fact that they were used for espionage. The first balloon was reported floating over America on Feb. 2.
    The Biden administration let it go wherever the Chinese directed it to go over U.S. domain, as well as over military sites. The Department of Defense eventually shot it down on Feb. 4 after it floated out over the Atlantic Ocean off the coast of South Carolina. During that same week in February, the Pentagon said another balloon was spotted flying over Latin America.
    The incidents made Americans wonder who President Joe Biden's Pentagon is working for. "Joe Biden has just given the 'okay' for Chinese spy balloons to fly all over our nation. Have we ever looked weaker?" Colorado Republican Rep. Lauren Boebert said in a social media post at the time.
    NBC News reported in April that the Chinese spy balloon first spotted on Feb. 2 had in fact collected intelligence from American military sites, and the country's attempts to block it from doing so were not successful. However, the government maintained that the balloon was not gathering information on U.S. targets over which it flew.
    "In terms of the balloon and the capabilities that it has, as you heard at the time, we were aware that it had intelligence collection capabilities, but it has been our assessment now that it did not collect while it was transiting the United States or over-flying the United States," Air Force Brig. Gen. Pat Ryder said during a news conference.

    Last January the Biden administration knew about the Chinese spy balloon traversing across the continental United States, from Alaska to the Carolinas, but sought to conceal this from the American public.
    A newspaper photographer first spotted the balloon over Montana.
    The Chinese spy balloon first entered US airspace over Alaska in late January.

    The balloon soared over nuclear silos and military installations across the US with Joe Biden’s full approval.


    The balloon was shot down over the Atlantic just off the coast of the Carolinas.



    According to the Pentagon, the spy balloon carried explosives to self-detonate, was 200 feet tall, and weighed thousands of pounds.

    Earlier this week it was reported General Milley also knew the spy balloon was collecting data as it flew over the continental US but kept this from the American public.

    According to CNN, the Chinese spy balloon used US internet to communicate as is soared over the United States and gathered information.
    CNN reported:
    US intelligence agencies found that the Chinese surveillance balloon that transited the United States in early 2023 used an American internet service provider to send short, periodic transmissions of data related to navigation and location back to China, according to a US official.
    This connection was one of the ways that the US was able to track its location and gather information on the balloon as it transited the United States, the source said.
    CNN was not able to identify the internet service provider. CNN has previously reported that officials said the balloon was capable of communicating with Beijing as it traveled across the US.
    NBC News first reported that the balloon used a US network to communicate with Beijing.
    The network connection was not used to transmit intelligence back to China, according to the official. The balloon stored that information for later, including imagery and other data, which the US has since been able to study after shooting it down in February.

    Multiple United States government agencies are analyzing the debris of an unidentified high-altitude balloon recovered in waters near Alaska, according to a statement by the Department of Defense.
    Commercial fishermen off the coast of Alaska first alerted local law enforcement that they had found a suspicious object in the water a week prior to the Pentagon's announcement. Officials reviewed photographs of the object taken by the fishermen.
    Following the review, Federal Bureau of Investigation agents were sent to meet the boat when it returned to port.
    At the time, it was not entirely clear exactly what the object was and officials were not sure if it was a balloon at all. However, the FBI determined that its appearance was similar enough to the Chinese-owned surveillance balloon that flew over the U.S. a year ago that it warranted further investigation.     Balloon remnants taken to military base in Anchorage

    According to Pentagon spokesperson Sue Gough, the remnants of the suspected Chinese balloon have been taken to Joint Base Elmendorf-Richardson, a joint U.S. Air Force and U.S. Army base in Anchorage.
    "We do not know why the balloon was in the waters off the coast of Alaska, nor are we going to characterize it at this time, but hope to learn more about the balloon's origin and purpose after further analysis of the material, which will be conducted by multiple agencies," said Gough in an emailed statement to news outlets.
    Reports of the balloon's remnants come just over a year since a U.S. Air Force fighter jet shot down a Chinese spy balloon after it flew over the United States.
    This is when the existence of high-altitude surveillance balloons burst into U.S. consciousness, when the Chinese spy balloon appeared to blow off course and transited across the continental United States. The balloon traveled from China to the contiguous U.S. through Alaskan and Canadian airspace.
    The Pentagon assessed that the spy balloon was part of an extensive surveillance program run by the People's Liberation Army, China's armed forces. The balloon fleet, according to U.S. officials, has conducted over two dozen missions over at least five continents in recent years.
    Following the episode, China appeared to temporarily suspend the program. It is still unclear whether the program has been restarted, but Taiwan accused Beijing in January of flying multiple balloons through its airspace as an intimidation tactic during Taiwan's presidential election.
    The Chinese spy balloon that flew over the U.S. was shot down by an Air Force F-22 Raptor off the coast of South Carolina in February 2023, but not before it was allowed to freely cross the contiguous U.S. and pass over at least three sites linked to the nation's nuclear program.
