    WMR has learned from knowledgeable sources within the US financial community that an alarming confidential and limited distribution document is circulating among senior members of Congress and their senior staff members that is warning of a bleak future for the United States if it does not quickly get its financial house in order. House Speaker Nancy Pelosi is among those who have reportedly read the document.

    The document is being called the "C & R" document because it reportedly states that if the United States defaults on loans and debt underwriting from China, Japan, and Russia, all of which are propping up the United States government financially, and the United States unilaterally cancels the debts, America can expect a war that will have disastrous results for the United States and the world. "Conflict" is the "C word" in the document.

    The other scenario is that the federal government will be forced to drastically raise taxes in order to pay off debts to foreign countries to the point that the American people will react with a popular revolution against the government. "Revolution" is the document's "R word."

    The origin of the document is not known, however, its alarming content matches up with previous warnings from former Comptroller General David Walker who abruptly resigned as head of the Government Accountability Office (GAO) in February of this year after repeatedly publicly warning of a "financial meltdown" disaster if America's $9 trillion debt was not addressed quickly. Financial experts have warned that the national debt, corrected for inflation, could reach $46 trillion in the next 20 years. A month earlier, Walker warned the Senate Banking Committee about the reaction of creditor nations in Asia and Europe if the U.S. did not address its debt problem.

    GAO Comptroller General Walker Announces Resignation, Plans To Lead New Foundation

    U.S. Comptroller General David Walker, head of the Government Accountability Office, on Friday announced plans to resign to lead a new foundation that will focus on long-term fiscal issues, such as budget deficits and entitlement program spending, CQ Today reports. Walker has led GAO since November 1998 (Clarke, CQ Today, 2/15). His resignation will take effect on March 12. GAO Chief Operating Officer Gene Dodaro will serve as acting comptroller general until a permanent replacement is found (Williamson, Washington Post, 2/16).

    In a news release on Friday, Walker said that he will serve as president and CEO of the Peter G. Peterson Foundation, where he will focus on the long-term fiscal issues that the U.S. will face as the baby boom generation reaches retirement age. Walker has warned repeatedly about such issues during his tenure at GAO (CQ Today, 2/15). The Peterson Foundation seeks to "enhance public understanding of the nature and urgency of selected key sustainability challenges that threaten America's future," such as "unsustainable" growth in entitlement program spending, according to a description on the foundation's Web site (Washington Post, 2/16). Peterson, co-founder and senior chair of the Blackstone Group, has promised to contribute at least $1 billion to the foundation (CQ Today, 2/15).

    Gene Dodaro, Acting Comptroller General of the United States


    Gene L. Dodaro became Acting Comptroller General of the U.S. Government Accountability Office on March 13, 2008, succeeding David M. Walker, who appointed him upon resigning. Mr. Dodaro will serve in this position until the President nominates and the Senate confirms a successor from a list of candidates proposed by the Congress.

    In a GAO career dating back more than 30 years, Mr. Dodaro has held a number of key positions at GAO. For the last 9 years, Mr. Dodaro has served as the Chief Operating Officer, the number two leadership position in the agency, assisting the Comptroller General in providing leadership and vision for GAO’s diverse, multidisciplinary workforce. His day-to-day management efforts ensured that GAO met the Congress’s need for reliable, timely, and relevant information on government operations.
