    There is a rush to get the NAU in place before another president takes over. Bush likes to rush out and give speeches to the nation how "the sky is falling, the sky is falling". There is NO reason to rush anything through. Our economy has been through worse than this episode. It would be a few years to get things stable again. This is all about "CONTROL".
