    They made it up to be sufficiently ginormous to frighten everyone into rapid action.

    And it worked.
    Gee....I can charge a huge number for anything and then make it something people need and force them to have to buy it....and if that doesn' work, then we make it a crime to not have it or extreemly difficult to survive without it. Isn't that sort of how we got here to begin with? Bully tactics?
