MERRILLVILLE | The man shot and killed by a drug agent last week during a brief police pursuit was the highest-ranking member of the Northwest Indiana branch of a south Chicago street gang, federal authorities say.

Rosalio Rincon was leader of the Latin Dragons -- a gang that may be trying to increase its street presence in the region, said Don Rospond, lead agent in charge of the U.S. Drug Enforcement Administration office in Merrillville.

Rincon was indicted Sept. 19 along with two other purported Latin Dragon members, the brothers Eddie and Adam Torres, Hammond federal court records said. Rincon and the Torreses were charged with numerous crimes, including conspiracy to distribute more than 500 grams of cocaine.

Although news reports have said Rincon lived in Chicago, court records filed in a related federal case state Rincon also lived in Merrillville at 8586 Illinois St.

Police said Rincon was in a car with Anthony DeAngelo Willis on Sept. 24 when Rincon was shot by authorities.

DEA agents long had been tracking Rincon's alleged drug activity and were attempting to locate him for arrest when agents spotted him at the Merrillville home with Willis, who entered the home and then left with Rincon that afternoon, the criminal complaint against Willis states.

Rincon and Willis drove in a tan Lincoln sedan to the Westfield Southlake mall on U.S. 30 in Hobart and went inside to have lunch, court records indicate Willis later told police.

When the men emerged again, agents saw Willis get into a Nissan while Rincon walked back to the Lincoln, court records state. About a minute later, the Nissan dropped off Willis near the Lincoln. The men got inside to drive away, the records state.

Willis told police he had ridden in the Nissan to meet with a man named "C-Bo," who gave Willis 2 ounces of powder cocaine in exchange for a set of rims and tires Willis recently had sold him, federal agents said.

Rincon and Willis didn't get far. On the request of DEA agents seeking to arrest Rincon for the Sept. 19 warrant, a marked Hobart police car tried to pull them over, but they fled north for a couple of blocks, ending up near a used car dealer off U.S. 30 and across from the mall.

Federal authorities said that as Willis began dropping bags of cocaine and marijuana out of the car, Rincon sped toward a DEA officer standing in the road. The officer fired one round at the moving car and fatally struck Rincon in the chest, authorities said.

"He was driving directly at the officer as he tried to flee," Rospond said.

Rincon's funeral was Monday. His family has defended their deceased relative, saying he had "a good heart" despite the lifestyle that he lived.

The Chicago Crime Commission's 2006 Gang Book states the Latin Dragons is mainly a Hispanic street gang that formed in the early 1980s in south Chicago and have been known to maintain turf in Calumet City and in select areas in Northwest Indiana.

I agree. But you know what they have been allowed to infest the US in massive numbers over a period of time. If we don't get Ron Paul, Tancredo or Hunter for president, we will be fighting to rid our nation of these maggots for the next 50 years.
