    You are right. Who knows what accomodations and adjustments a capped house might make? Did a hole, infest the water table? Use untreated sewage as garden treatment? Pour untreated "chamber pots" down storm drains? Perhaps plugging storm drains eventually? The possibilities are both endless and awful.
